Ten-Digit HTS Code

The ten-digit HTS code is the complete, fully-resolved classification number for an imported good in the HTSUS. Digits 1–4 identify the heading, digits 5–6 the first-level (HS) subheading, digits 7–8 the U.S.-specific subheading, and digits 9–10 the statistical suffix. All ten digits are required on CBP entry documentation, and the 8-digit level is where duty rates and trade remedy applicability are determined.


In Detail

The ten-digit structure reflects the layered nature of the HTSUS. The first six digits — heading plus first-level subheading — correspond to the internationally harmonized HS code shared by all WCO member countries. Digits 7–8 are the U.S.-specific subheading breakdown, unique to the HTSUS and not directly comparable to other countries’ tariff schedules. Digits 9–10 are the statistical suffix added for Census Bureau data collection and do not represent a separate classification level.

Although duty rates and trade remedy applicability are determined at the 8-digit level, CBP requires the full 10-digit code on all formal entry summaries (CBP Form 7501). An incorrect or missing statistical suffix can delay entry processing and trigger CF-28 inquiries even when the underlying 8-digit classification is correct. The Census Bureau relies on accurate 10-digit reporting for U.S. trade statistics, and systematic errors in the suffix affect the accuracy of official trade data.

The ten-digit code also serves as the reference point for Chapter 99 trade remedy overlays. When a Section 301, Section 232, or IEEPA tariff applies, it is triggered by the 10-digit base code and a separate Chapter 99 code is added to the entry alongside it. An importer must report both the Chapter 1–97 ten-digit code and the applicable Chapter 99 overlay code on the entry summary, each with its duty rate, to correctly reflect total duty liability.

Classification Significance

The ten-digit HTS code is the single most operationally important output of the classification process. It determines duty rate, trade remedy exposure, partner government agency (PGA) requirements, and Census Bureau trade statistics. An incorrect ten-digit code — even if only the statistical suffix differs — creates an entry record that may complicate future audits and regulatory reviews.
