CROSS (Customs Rulings Online Search System) is CBP's public database of binding ruling letters on HTS classification, country of origin, marking, and other customs determinations. Publicly available at rulings.cbp.gov, it contains over 200,000 rulings and is the primary research resource for U.S. import classification precedent.

CROSS is searchable by HTS code, keyword, ruling number, product type, and date range. Every binding ruling CBP has issued — going back decades — is publicly available in CROSS, making it the most comprehensive archive of official U.S. customs classification precedent. Importers, customs brokers, trade attorneys, and compliance professionals use CROSS daily to research classification positions, identify applicable precedent, and check for rulings that support or complicate their analysis before import.
A CROSS search serves two distinct analytical purposes. First, it can surface rulings that directly cover the same or substantially similar product — providing a strong, citation-ready precedent basis for classification without the need to request a new ruling. When CBP has already ruled that a specific product type classifies under a specific HTS code, citing that ruling in a classification determination materially strengthens the importer's audit position. Second, CROSS searches reveal rulings that reach different classifications for apparently similar goods, alerting the importer to CBP's actual enforcement position so it can be addressed before import rather than in an audit.
CROSS rulings technically bind only the party who requested them for the specific product described. But CBP is expected to apply its rulings consistently across importers and products, and a CROSS ruling represents the agency's official, documented classification position. An importer who classifies differently from a directly applicable CROSS ruling without a documented, well-reasoned basis for distinguishing it is exposed to audit risk and potential penalty.
Classification Significance
CROSS research is a required element of any legally defensible classification program. A ruling that directly covers the product provides near-binding certainty. A ruling covering a close analog provides persuasive support. Rulings reaching different classifications for apparently similar goods must be distinguished in the classification documentation — otherwise they represent an unaddressed risk. Classifying without a CROSS search in categories with active ruling history is a compliance program gap that CBP auditors notice.
